Version of ENRRA’s Strategic Policy for years 2026-2030; this is considered a first draft shared for public and interested parties for feedback.

The Egyptian Nuclear and Radiological Regulatory Authority launched its Five years Strategy (2020-2025), with clear vision and objectives. This plan takes into consideration the needs and expectations of the interested parties, in particular developing rigorous national and legal regulatory framework. Through this plan ENRRA provides assurance to the interested parties that it is certain of its objectives and will regulate all activities on behalf of the public for the pursuant of the highest international standards.

Regulation of Employees Affairs

The law aims at setting a legal framework to regulate all the nuclear and radioactive activities in the Arab Republic of Egypt in a way that ensures the safety and protection of human beings, property and environment against the radioactive hazards.The provisions of this law shall apply to the nuclear and radioactive establishments, activities, and exercises in all fields including in particular:

• All the phases of the Nuclear Fuel Cycle
• The Nuclear Reactors used for different purposes and the research, laboratory and testing reactors in all phases starting from the selection of site, design, construction, inauguration, operation, closing, rehabilitation, and liberation of regulatory supervision.
• The critical and subcritical assemblies and different types of nuclear accelerators in all the phases starting from the selection of site, until the end of services, rehabilitation of site and liberation of regulatory supervision.
• Safe transportation of radioactive materials
• Approval of the radioactive materials export and import.
• Nuclear and Radioactive practices for all purposes including medical, industrial, agricultural, and research purposes
• Disposal of naturally generated radioactive materials resulting from oil and raw materials exploration.

This document specifies the period of validity for licenses for individuals in radiological installations, users of radiation sources, and workers to prevent and avoid any harms in all uses other than radiological medical uses.

This document regulates the limits and standards of the permissible radiation level when importing, producing, exporting or selling any foodstuffs or other commodities for human and non-human use.

The document specifies the amount of insurance or financial guarantee that the operator is obligated to provide evidence of provision when he is authorized to construct or operate a radiation facility to cover his liability for radiation damage that may result from a radiological accident

• This document provides generic safety and quality management requirements affecting the contents, establishment, implementation, evaluation, assessment and continuous, improvement of the management system of the licensee that subjected to the regulatory control by ENRRA. The management system requirements shall be applied to all phases of the lifetime of the facility or the activity in normal, transient and emergency situations, including any subsequent period of institutional control that may be necessary.
• The main objective of ENRRA Management System requirements is to ensure that all actions not performed within separate management system but with regard to safety, health, environment, security, safeguards, quality, and economic as a whole, and that safety is not compromised.

• The executive regulations for the Law regulating Nuclear and Radiological Activities promulgated by Law No. 7 of 2010 were issued according to the Prime Minister’s Decree No. 1326 of 2011.
• The Executive regulations is divided into nine chapters with 104 articles specifying the main rules, regulations and procedures governing the role of the Nuclear and Radiation Regulatory Authority in Egypt, as well the main responsibilities of the chairman of its board of directors.
• The responsibilities of ministries and agencies to ensure safety of transport of radioactive materials in the international context. The regulation also clarified the requirements for licensing users of radiation sources and those working in the prevention of their dangers.
