ENRRA and RURA Sign MoU to Strengthen Cooperation in Nuclear and Radiological Regulation

Ambassador Mohamed Nasr, Egypt’s Ambassador and Permanent Representative to the United Nations and International Organizations in Vienna, the Egyptian Nuclear and Radiological Regulatory Authority (ENRRA) and the Rwanda Utilities Regulatory Authority (RURA) sign a Memorandum of Understanding to strengthen cooperation in the nuclear and radiological fields

As part of Egypt’s commitment to strengthening cooperation and exchanging expertise with African countries in the fields of nuclear and radiological regulation and safety, the Egyptian Nuclear and Radiological Regulatory Authority (ENRRA) signed a Memorandum of Understanding with the Rwanda Utilities Regulatory Authority (RURA) on 16 September 2026, on the sidelines of the 70th IAEA General Conference, held in Vienna, Austria.

The Memorandum of Understanding was signed on behalf of the Egyptian side by Dr. Hany Khedr, Chairman of ENRRA, and on behalf of the Rwandan side by Mr. Rugigana Evariste, Director General of RURA. The signing was witnessed by H.E. Ambassador Mohamed Nasr, Egypt’s Ambassador and Permanent Representative to the United Nations and International Organizations in Vienna.

The MoU comes as part of ENRRA’s efforts to strengthen cooperation with African countries, based on the Authority’s belief that the exchange of expertise and capacity building among African regulatory bodies constitute a key pillar for supporting the development of regulatory infrastructure across the continent and promoting the safe use of nuclear and radiological applications for peaceful purposes.

The MoU aims to strengthen cooperation between the two authorities and support their efforts in addressing current and future regulatory challenges, while facilitating the exchange of expertise and enhancing cooperation in the field of nuclear and radiological regulation.

During the meeting, Dr. Hany Khedr, Chairman of ENRRA, affirmed that cooperation with African countries represents a priority and a necessity for the Authority. He highlighted Egypt’s commitment to sharing its regulatory experience and expertise with African countries and strengthening cooperation among them in a manner that supports national and regional capacity building in nuclear and radiological safety and security, as well as the peaceful uses of nuclear energy.

Following the signing, the Rwandan side expressed its appreciation for Egypt’s continued support, represented by ENRRA, to the Rwandan side. Both parties agreed to promptly begin preparing an action plan for the implementation of the Memorandum of Understanding.

The signing of the MoU reflects ENRRA’s commitment to strengthening partnerships with African regulatory authorities and expanding the exchange of Egyptian knowledge and expertise in the nuclear and radiological fields, contributing to the efforts of African countries seeking to develop the peaceful applications of nuclear and radiological technologies in accordance with the highest standards of safety and security.
